Attorney General Anthony Brown, in partnership with Public Defender Natasha Dartigue, is proud to announce the release of the Maryland Equitable Justice Collaborative's inaugural report, "Breaking the 71%: A Path Toward Racial Equity in the Criminal Legal System."
This comprehensive study addresses the alarming reality that Black Marylanders, while comprising only 30% of our state's population, represent 71% of those incarcerated in our correctional facilities—the highest such disparity nationwide.
The report presents 18 evidence-based recommendations to reform law enforcement practices, criminal sentencing, health services, detention policies, reentry programs, education, and youth justice. These recommendations reflect input from state agencies, community organizations, academic institutions, and directly impacted individuals. View the full report
Attorney General Anthony G. Brown launched the Office of the Attorney General's Strategic Plan in January 2025. The Strategic plan highlights the work undertaken during the first two years of his history-making first term as Maryland's 47th Attorney General and announces the five strategic priorities that will drive the work of the Office of the Attorney General over the remaining half of his first term. On June 4, 2024, Attorney General Brown announced the new portal to help the people of Maryland report incidents of hate. This new portal contains information on the work the Office of the Attorney General is doing to combat hate, a brand-new online reporting form, resources for anyone who has been impacted, a calendar of events, what the Commission on Hate Crime Response and Prevention is doing, and more. The new portal and reporting form are meant to be resources to anyone impacted by hate in Maryland to help them assess what they need to do after experiencing or witnessing an incident. This portal supplements the Office of the Attorney General’s Hate Crimes Hotline (1-866-481-8361) and can be found at nohomeforhate.md.gov.
