DESCRIPTION: The Attorney General is the chief legal officer of the State of Maryland. The Office of the Attorney General (OAG) has the general charge, supervision, and direction of the legal business of the State, acting as legal advisors and representatives of the major agencies, various boards, commissions, officials and institutions of State Government. As Maryland's 47th Attorney General, Anthony G. Brown, leads the Office with a key focus on equity, justice, and fairness.
The Office of the Attorney General is seeking applicants for an Assistant Attorney General in the Civil Rights Division to assist the Division in its work combating hate crimes. This position will be contractual until July 1, 2024, when it will be converted to a permanent position. Primary duties include helping to stand up and support the work of the newly created Commission on Hate Crime Response and Prevention. The Commission, established by the Maryland General Assembly in House Bill 1066, is a multidisciplinary group of law enforcement, government agencies, and civil rights and community organizations charged with creating a comprehensive strategy for preventing and responding to hate crimes and bias incidents. The goals of the Commission are to enhance awareness of hate crime activity in the State, build trust between law enforcement and the community, provide support to crime victims, and develop strategies for preventing and responding to increased hate crime activity, including incentivizing reporting by law enforcement and victims and creating tools to deescalate threats. The Commission's work will also include evaluation of state hate crime and other state laws and policies that that create a fertile ground for hate activity.
The Assistant Attorney General will staff the Commission; manage and respond to the OAG Hate Crimes Hotline; help develop and oversee the Office's hate crimes web content and online reporting tool; research and analyze national best practices regarding preventing and responding to hate crimes, including the prosecution of hate crimes; prepare Commission reports and conduct presentations; advance the legislative agenda of the Commission by preparing and delivering written and oral testimony before legislative bodies and corresponding with elected officials; coordinate outreach and education related to Commission work; develop and maintain relationships with community stakeholders; respond to constituent requests regarding hate crimes and other civil rights issues; and perform other duties supporting the work of the Civil Rights Division as assigned.
EMPLOYMENT BENEFITS: Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.
Leave may be granted to a contractual employee who has worked 120 days in a 12-month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
Once converted to a permanent position, the successful candidate will be eligible for subsidized health benefits (medical, prescription, dental and vision coverage) and life insurance; leave, including annual (vacation), personal , sick, and paid parental leave; and will be eligible for participation in a contributory defined benefit pension plan in which they are vested after ten years State employees are eligible to participate in two supplemental retirement plans: the 457 Deferred Compensation Plan and the 401(k) Savings and Investment Plan. EXPERIENCE: The ideal candidate will have at least one (1) year of legal experience and excellent oral and written communication skills. Description: The Office of the Attorney General is seeking applicants for a General Counsel for the West North Avenue Development Authority (“The Authority"). The Authority initiates and funds comprehensive housing, economic, transportation, and neighborhood development by providing capital grants and low-interest loans to real estate developers, IT, light- manufacturing, and product production business start-ups, and commercial retail entrepreneurs participating in the revitalization of West Baltimore through acquisition, development, and repurposing of vacant, blighted, and abandon residential and commercial properties for economic development.
The General Counsel provides legal representation to a Membership Board of state and city elected and appointed officials, business leaders, and community representatives responsible for developing, monitoring, analyzing, and implementing positive impacts on the economic, housing, transportation, and neighborhood redevelopment and revitalization activities in targeted West Baltimore neighborhoods along the West North Avenue corridor. The position will involve the legal application of State and City planning, land use, zoning, and tax policies to assist, in partnership with development partners, in the acquisition, planning, financing, and development of vacant, abandoned, and blighted residential and commercial properties. This is a highly visible, hands-on position, responsible for advising on legal issues that will arise in the Authority's management of business and community relationships, and effective initiatives to enhance economic development efforts in West Baltimore.
The General Counsel provides the Membership and Staff with legal advice on administrative, operational, and financial matters, and on economic, housing, transportation, and neighborhood development activities to be initiated, funded, and managed by the Authority; processes Judicial In Rem Foreclosures on vacant lots or buildings where the value of the liens exceeds the assessed value of the property on behalf of the Authority; and drafts and reviews grant agreements, loan packages, developer partnerships, joint ventures, general contractor terms, real estate transaction documents, and other documents.
Qualifications: The ideal candidate will have 5 years of experience as the chief legal counsel to a public agency or nonprofit organization providing advice on real estate development transactions, or experience leading real estate transactional activities with a private law firm, public agency, or nonprofit organization. Candidate must have outstanding written and oral communication skills; thorough knowledge of real estate law; ability to prepare, analyze, and maintain detailed reports and records; ability to collaborate and coordinate with multiple departments within the State and Baltimore City. Description: The Office of the Attorney General's Criminal Division seeks applicants for contractual positions in its Organized Crime Unit, which handles complex investigations and prosecutions of criminal gang activities, firearms and narcotics trafficking, human trafficking, prison corruption, violent felonies, including serial robberies and home invasions, as well as homicides. The prosecutors will be cross-designated as Special Assistant United States Attorneys (SAUSAs) for the District of Maryland and will work either out of the Office of the Attorney General (in the Organized Crime Unit), the Baltimore Office of the United States Attorney, or the Greenbelt Office of the United States Attorney. These attorneys will coordinate and collaborate on state and federal investigations and prosecutions, and will work closely with local police departments, federal law enforcement agencies—including the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF), the Federal Bureau of Investigation (FBI), the Drug Enforcement Administration (DEA)—and federal and state task forces to identify and prosecute individuals and organizations responsible for committing gun, gang, and drug crimes, and acts of violence throughout the State of Maryland.
The attorneys will be expected to assist in both the investigation and prosecution (including extensive grand jury, pre-trial, and trial work) of a variety of firearms, narcotics, and violent crimes, including, but not limited to: (1) racketeering and gang related offenses, (2) use of firearms in furtherance of violent and drug trafficking crimes, (3) illegal firearms possession and firearms trafficking offenses, and (4) acts of violence including robberies and homicides. In addition, the attorneys will work closely with the United States Attorney's Office's designated Project Safe Neighborhoods Coordinator and working groups to serve as a legal advisor as cases are identified for prosecution in federal and/or state jurisdictions.
