The Senior Assistant Attorney General (Senior AAG) will enforce the Consumer Protection Act and other consumer protection statutes in complex cases related to housing, including unfair or deceptive trade practices involving landlord/tenant relationships, mobile homes, home sales, foreclosure rescues, home improvement and other housing-related cases involving illegal trade practices. The State Department of Assessments and Taxation (“SDAT") is an agency of the State. Its functions include the assessment of all real property in each of Maryland's 23 counties and Baltimore City. SDAT is also responsible for the assessment of business personal property, the assessment of operating property of public utilities and railroads, the imposition and collection of franchise tax on public utilities and the administration and imposition of the agricultural transfer tax. SDAT likewise maintains a Business Services Division which functions as the public repository for organizational documents of corporations and other legal entities as well as the repository for filing financing statements under the Uniform Commercial Code.
The successful candidate will represent SDAT and manage a unit of at least two other AAGs and an administrative support person. They will primarily act as a litigator of high-dollar property valuation and exemption cases before the Maryland Tax Court and throughout the court system. The State Department of Assessments and Taxation (SDAT) is an agency of the State. Its functions include the assessment of all real property in each of Maryland's 23 counties and Baltimore City. SDAT is also responsible for the assessment of business personal property, the assessment of operating property of public utilities and railroads, the imposition and collection of franchise tax on public utilities and the administration and imposition of the agricultural transfer tax. SDAT likewise maintains a Business Services Division which functions as the public repository for organizational documents of corporations and other legal entities as well as the repository for filing financing statements under the Uniform Commercial Code.
The successful candidate will represent SDAT and primarily act as a litigator of high-dollar property valuation and exemption cases before the Maryland Tax Court and throughout the court system. In addition, the candidate will be required to provide daily advice to SDAT in connection with property tax appraisals, exemptions, credits, transfer taxes, account records, charter filings, legislation and other topic areas within SDAT's purview.
EXPERIENCE: The ideal candidate will have at least four years of substantive real estate legal experience (both residential and commercial), including but not limited to, knowledge of real property appraisal using the income approach to valuation. Experience is also essential in residential real estate transactions, real property taxation and related tax and property law, government procedures, the Maryland Rules, as well as court operations and procedures and Maryland Electronic Courts (MDEC). OAG is seeking applicants for the position of Investigator in the Independent Investigations Division (IID). The Division was created by the legislature in 2021 to investigate all officer-involved fatalities in the State of Maryland. Beginning October 1, 2023, the Division also has the authority to prosecute such cases.
This position will be under the supervision of the Unit Chief and Chief Investigator, IID Investigators will respond to qualifying incidents in conjunction with the Maryland State Police and local law enforcement agencies, as well conduct aspects of the subsequent investigation. The Assistant Attorney General will primarily provide advice to the 24 elected Clerks of the Circuit Court and their respective offices' departments including but not limited to land records (including the taxation and recording of real estate transactions (both residential and commercial)), civil, criminal, marriage licensing, and business licensing. This position will provide advice and representation on other issues, including but not limited to administering oaths of office, judicial records access requests, sovereign citizens, and procurement activities. A minimum of quarterly training presentations provided to the 24 elected Clerks of the Circuit Court and their respective offices' departments is expected annually.
The Court and Judicial Affairs Division generally provides legal services including representation and advice to the entire Judicial Branch of State government and two executive agencies: the Maryland Tax Court and the Office of Administrative Hearings. EXPERIENCE: The ideal candidate will have at least four years of substantive real estate legal experience (both residential and commercial), including but not limited to, knowledge of land records and recording, commercial and residential real estate transactions, real property taxation and related tax and property law, government procedures, the Maryland Rules, and familiarity with title companies as well as court operations and procedures and Maryland Electronic Courts (MDEC). The Division was created by the legislature in 2021 to investigate all officer-involved fatalities in the State of Maryland. OAG is seeking applicants for the Deputy Chief of the newly created Civil Rights Division. In April 2023, the Maryland General Assembly passed legislation empowering the Attorney General to enforce federal and state civil rights laws, including laws outlawing discrimination in housing, lending, employment, commercial transactions, and public accommodation. The Civil Rights Division will be dedicated to investigating, filing, and litigating claims under this new authority.
This position will present an exciting opportunity to help build the Division from inception. The Deputy Chief will assist the Chief in overseeing the enforcement efforts of the Civil Rights Division, using best practices and sound legal judgment, as well as maintaining their own caseload of civil rights cases. OAG is seeking applicants for a position of Deputy Chief Investigator in the Independent Investigations Division. The Division was created by the legislature in 2021 to investigate all officer-involved fatalities in the State of Maryland. Beginning October 1, 2023, the Division will have the authority to prosecute such cases as well.
This position will be one of two deputies assisting the Chief Investigator with oversight of the Division's investigators and will have a critical role in implementing the policies and protocols of the Division. The OAG's Criminal Division is now seeking applicants for a Deputy Chief of its Fraud and Corruption Unit (FCU). The FCU handles investigations and prosecutions involving fraud and public corruption in Maryland, including bribery, fraud against the state, state employee misconduct, securities fraud, insurance fraud, tax fraud, theft by deception, crimes of exploitation against vulnerable victims, and other criminal violations relating to the integrity of state government and economic justice in courts across Maryland. The Assistant Attorneys General (AAGs) in the FCU, including the Deputy Unit Chief, review referrals and complaints for criminal sufficiency, advise and assist investigators and detectives with open investigations, lead and conduct complex investigations, collaborate and coordinate with law enforcement and prosecutorial partner agencies; draft and present criminal charging documents, and represent the State of Maryland in the handling of all stages of prosecution.

The ENRCU handles investigations and prosecutions of a wide range of environmental and natural resources crimes throughout Maryland, including individual and corporate defendants in situations where deceptive and willful action or inaction caused or could have caused significant environmental harm, the destruction of natural resources, or substantial risk to public health. The FCU handles investigations and prosecutions involving fraud and public corruption in Maryland, including bribery, fraud against the state, state employee misconduct, securities fraud, insurance fraud, tax fraud, theft by deception, crimes of exploitation against vulnerable victims, and other criminal violations relating to the integrity of state government and economic justice in courts across Maryland. The OCU handles complex investigations and prosecutions of criminal gang activities, firearms and narcotics trafficking, human trafficking, prison corruption, violent felonies including serial robberies and home invasions, homicides, and more.

OAG is seeking applicants for the position of Assistant Attorney General in the Independent Investigations Division. The Division was created by the legislature in 2021 to investigate all officer-involved fatalities in the State of Maryland. Beginning October 1, 2023, the Division will have the authority to prosecute such cases as well.

The Maryland Thoroughbred Racetrack Operating Authority (MTROA) is a new instrumentality of the State, established by SB0720. Its purpose is to maintain Maryland as a best–in–class State thoroughbred horse racing venue. MTROA studies and makes recommendations that it finds are in the best interests of thoroughbred racing in the State. In coordination with other State entities, MTROA develops new and existing horse racing and training facilities in Maryland. EMPLOYMENT BENEFITS: Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents.
