All Nonparticipating Manufacturers that wish their brands to be certified for inclusion on Maryland's Tobacco Directory on or after April 30, 2017- including those manufacturers submitting annual certifications for 2017- will be required to submit a properly executed copy of the new model escrow agreement found here. Effective April 30, 2017, no request for certification or re-certification by any Nonparticipating Manufacturer will be accepted without the new model escrow agreement.
You may view Maryland's tobacco directory, containing lists of tobacco brands that may, consistent with the Complementary Legislation, be sold in Maryland by clicking on the file links on the left side of this page. Pursuant to the Complementary Legislation, the Office of the Attorney General has promulgated regulations requiring certain tobacco manufacturers to make quarterly filings and certifications: COMAR 02.07.01: Nonparticipating Manufacturer Quarterly Escrow and Certification Obligations
