Description: Maryland received a FY2021 Sexual Assault Kit Initiative (SAKI) grant from the U.S. Department of Justice's Bureau of Justice Assistance. The FY2021 SAKI grant will be used to further the state's accomplishments under the FY2018 SAKI grant, including continuing to test sexual assault evidence kits (SAEKs), investigating Combined DNA Index System (CODIS) hits and cold cases, providing services to victims, improving Violent Crime Apprehension Program (VICAP) entries, and tracking CODIS hits within the state.
The Office of the Attorney General is seeking applicants for part-time to full-time contractual CODIS Hit Investigators who will be responsible for providing investigative support to help local law enforcement agencies investigate and follow-up on CODIS hits for SAKI grant cases. The investigators will also be responsible for helping agencies enter eligible cases into ViCAP. Lastly, the CODIS Hit Investigators will provide trainings on trauma-informed cold case investigative strategies, including the appropriate victim notification practices and techniques.
Experience: Ideal candidates will have a bachelor's degree, preferably in criminal justice or a related field and a minimum of three years of criminal investigative experience. Investigative experience in sexual assault cases and/or cold cases is preferred. Four years of law enforcement experience can be substituted for the bachelor's degree. Candidates must be capable of working cooperatively with law enforcement personnel at multiple agencies. Key skills include strong communication, victim empathy, ability to work independently, attention to detail, and problem solving. Day to day responsibilities also include advising Maryland 529 staff regarding compliance with applicable plan documents, laws, and regulations governing the three tax-advantaged programs permitted by Internal Revenue Code §§ 529 and 529A. The attorney assists the Board and staff in reviewing and revising plan documents and marketing materials for compliance with applicable rules and regulations; prepares legal memoranda for staff and the Board on various issues; reviews agency and Board policies; and provides procurement and human resources advice. The attorney may also negotiate investment agreements and side letters with investment managers engaged for the Maryland Prepaid College Trust and perform other duties as assigned.
The three Maryland 529 programs have third-party program managers, and the attorney will work with staff and attorneys for those managers. Current program managers include T. Description: The Office of Attorney General is seeking applicants for a full-time attorney to assist in conducting an independent audit of in-custody death determinations made by the Maryland Office of the Chief Medical Examiner (OCME) during the tenure of Dr. David Fowler. In May 2021, Attorney General Frosh announced that, in consultation with Governor Hogan's Office of Legal Counsel, the Office of Attorney General would conduct an independent audit of in-custody death determinations made by the OCME under Dr. Fowler. The decision to conduct the audit followed a request by hundreds of medical professionals to undertake a review of Dr. Fowler's work in the wake of his testimony in the trial of Derek Chauvin. The audit will occur in two phases. The first phase, completed last month, charged an expert team of forensic pathologists and behavioral scientists (the Audit Design Team or ADT) with developing the design for the audit. That report recommended that an independent group of forensic pathologists perform a detailed review of approximately 100 OCME cases involving physical restraint of the decedent. This review (phase two) will determine whether independent experts agree with the OCME's determinations of cause and manner of death, whether they believe the OCME's determinations were based on adequate investigations, and whether changes are needed to improve the OCME's practices. Consistent with the recommendations of the ADT, OAG will recruit additional independent forensic pathologists and other experts (the Audit Team) to perform a detailed review of OCME's files.
The Assistant Attorney General will support the work of the audit by: staffing the Audit Team; serving as a liaison between the Audit Team and the ADT, government officials, and other key stakeholders; coordinating outreach to and communication with members of the public regarding the work of the Audit Team; researching and analyzing trends and best practices in manner of death determinations by medical examiners in physical restraint cases; overseeing the development of the Audit Team's findings and recommendations; advancing related policy recommendations by conducting presentations and preparing and delivering written and oral testimony before legislative bodies and corresponding with elected officials; and performing other duties as assigned.
