DESCRIPTION: The Attorney General is the chief legal officer of the State of Maryland. OAG is seeking applicants for the Assistant Attorney General, Deputy Division Chief, position within the Antitrust Division. The Antitrust Division is responsible for enforcing the Maryland Antitrust Act as well as the federal antitrust laws where there is a significant impact in Maryland. The Division investigates and pursues enforcement actions against potentially anticompetitive mergers and other conduct that might violate civil and criminal antitrust laws. Division attorneys represent the state of Mayland in national and local antitrust matters that have a direct and/or indirect impact on Marylanders and advise state agencies on issues of immunity from the antitrust laws.

A common term used to describe allegations in this area is “wage theft." Wage theft, which is most prevalent in low-wage jobs, is often accompanied by discriminatory practices like occupational segregation – where there is a systematic concentration of workers by race, gender, ethnicity, or immigration status. These practices are not only harmful to the individual in terms of lost wages, but they also inhibit an impacted community's ability to achieve increasing levels of economic progress.
The Senior Assistant Attorney General (Senior AAG) for Worker Protection leads and oversees the work of the OAG Worker Protection Unit. This unit investigates and enforces allegations and suspected violations of state and federal wage laws, at times in coordination with law enforcement, that are uncovered during civil rights, consumer protection and criminal enforcement actions. The successful candidate will work with OAG attorneys from the Civil Rights Division, the False Claims Unit of the Consumer Protection Division, and the Fraud and Corruption Unit of the Criminal Division in cases where they seek redress from employers and contractors for the violation of state and/or federal wage laws.
The Senior AAG will also coordinate with OAG attorneys assigned to the Maryland Department of Labor (MDOL) on the investigation of suspicious patterns of wage payment behavior involving certain employers, or within certain industries. Specifically, the Senior AAG may assist in cases that arise under MDOL's enforcement authority in Prevailing Wage, Living Wage, Minimum Wage and Workplace Fraud matters. The Senior AAG will also work directly with the Governor's Joint Enforcement Task Force on Workplace Fraud (JETF) to assist in the development of a comprehensive state-wide approach to enforcing Maryland's wage laws.
The Senior AAG manages the enforcement caseload, and mentors and assists less experienced attorneys and investigators in the preparation and, as necessary, the presentation of their cases before judicial or administrative tribunals. This position also performs other duties as assigned.
EXPERIENCE: The ideal candidate will have at least seven years of employment law, workplace investigation, wage litigation, or appellate experience. The Office of the Attorney General is seeking applicants for the position of contractual Actuary for the People's Insurance Counsel (PICD). The duties of PICD include the evaluation of all medical professional liability insurance and homeowners' insurance matters. Experience: A bachelor's degree from an accredited four-year college or university. A minimum of 5 years of actuarial experience. Be a Fellow of the Casualty Actuarial Society (F.C.S.A.) and a member of the American Academy of Actuaries (M.A.A.A.). The ideal candidate would have knowledge of rate development methodologies in homeowners' insurance and medical professional liability insurance, coverages, and policy provisions. The OAG's Criminal Division is now seeking applicants to fill one contractual Investigator position within the Division. OAG is seeking applicants for a Nurse Analyst position in its Medicaid Fraud and Vulnerable Victims Unit (MFVVU). MFVVU is responsible for: (1) investigation and prosecution of criminal cases involving Medicaid fraud by providers; (2) investigation and civil enforcement actions under the Maryland False Health Claims Act;
(3) prosecuting the abuse and neglect of vulnerable adults; and (4) prosecuting opioid diversion and overprescription. This analyst will work with Assistant Attorneys General and staff of the MFVVU conducting criminal and civil investigations of abuse and neglect of vulnerable adults in Maryland healthcare facilities. Additionally, this position will assist in the investigation of fraud by health care providers and other violations of the Maryland Medicaid Program.

Collaborate closely with leadership and hiring managers to understand current and future staffing needs, ensuring alignment with the organization's overall strategic objectives. Develop and implement a forward- thinking talent acquisition strategy that anticipates and addresses the evolving demands of the public sector legal industry across the State of Maryland. Work closely with hiring managers to understand their staffing needs, offering expertise in drafting compelling job descriptions, vacancy announcements, and position qualifications. QUALIFICATIONS:

Serve as the primary point of contact for resolving employee conflicts, grievances, and disciplinary issues. Conduct thorough investigations into complaints or conflicts, interviewing involved parties and gathering evidence as necessary. Analyze findings and recommend appropriate actions, such as mediation, coaching, or disciplinary measures. Act as a neutral mediator to help parties reach mutually acceptable resolutions. Offer confidential counseling to employees experiencing personal or professional challenges impacting their work performance. Assist employees with understanding their rights, benefits, and resources

Develop, review, and update employee relations policies & procedures.
