The Medicaid Fraud & Vulnerable Victims Unit (MFVVU) was established in 1978 (then called the Medicaid Fraud Control Unit) and certified by the federal government as of January 1, 1979. The Unit is a creation of federal statute and is 75% funded by the federal government's Department of Health and Human Services. The mission of the Unit is three-fold. First, we investigate and prosecute fraud by healthcare providers in the Medicaid system as well as fraud in the administration of the Medicaid program itself. Second, we investigate and prosecute crimes involving the abuse or neglect (including financial exploitation) of vulnerable adults in the state. These crimes often occur in long-term care facilities such as nursing homes, assisted living facilities, or DDA programs. Finally, the Unit is involved in addressing the opioid crisis by investigating (often in partnership with federal law enforcement) the diversion of pharmaceuticals and the inappropriate dispensing of opioids by unscrupulous healthcare providers.
The MFVVU vigorously pursues its investigations using a multidisciplinary team approach that utilizes attorneys, investigators, and auditors to unravel complex fraud schemes and address instances of egregious abuse of residents in the State's long-term care system. Cases may be pursued either criminally or civilly utilizing both the criminal statutes and the Maryland False Health Claims Act. The MFVVU also participates with other states in collaborative efforts to address nationwide fraud schemes affecting multiple government health programs.
