This Directory identifies cigarette and "roll-your-own" tobacco brands and tobacco manufacturers that are in compliance with Title 16, Subtitle 5 of the Business Regulation Article of the Maryland Code. Section 16-504(c) of the Business Regulation Article prohibits selling, offering or possessing for sale in Maryland, or importing for personal consumption in Maryland, cigarettes of a tobacco manufacturer or brand family not included in this Directory.
The Directory includes an alphabetical listing of all cigarette manufacturers and their respective brand families that have been certified for sale in Maryland. You may view the Directory sorted alphabetically by brand family. A printable version of the Directory listed alphabetically by brand may be downloaded here. The Directory identifies which manufacturers have entered into the Master Settlement Agreement and are considered "Participating Manufacturers (denoted as "PMs") and which manufacturers have not joined the settlement, and are thus considered "Nonparticipating Manufacturers" (denoted as "NPMs").
The Directory further identifies those brand styles that have been certified by the Comptroller of Maryland as fire-safety standards compliant ("FSC") pursuant to § 16-601 et seq. of the Business Regulation Article. Wholesalers may apply tax stamps only to those brand styles that have been certified by the Office of the Comptroller as FSC, and . Retailers are prohibited from selling brand styles that are not FSC . To learn which brand styles have been approved FSC, click on the "+" next to the brand family.
